Helps ease financial barriers to accessing dental care for eligible Canadian residents.

To qualify for the CDCP, individuals must:

  • not have access to dental insurance
  • have an adjusted family net income of less than $90,000
  • be a Canadian resident for tax purposes
  • have filed household tax returns for previous year

Not having access to dental insurance is defined as:

  • no dental insurance offered through an employer or a family member's employer benefits, including health and wellness accounts
  • no dental insurance offered by a professional or student organization

CDCP members will need to renew their coverage each year to confirm that they continue to meet all eligibility requirements.

Services Covered

  • preventive services, including scaling (cleaning), sealants, and fluoride
  • diagnostic services, including examinations and x-rays
  • restorative services, including fillings
  • endodontic services, including root canal treatments
  • prosthodontic services, including complete and partial removable dentures
  • periodontal services, including deep scaling
  • oral surgery services, including extractions

How Much is Covered?

  • those with an annual adjusted family net income of less than $70,000, 100% of eligible oral health care service costs will be covered at the CDCP established fees. You may face additional charges as described below.
  • those with an income of $70,000-79,999 will pay a copayment of 40% of the CDCP established fees. You may face additional charges as described below.
  • those with an income of $80,000-89,999 will pay a co-payment of 60% of the CDCP established fees. You may face additional charges as described below.

The CDCP fees may not be the same as what providers charge. You may have to pay fees in addition to the potential co-payment if:

  • the cost of your oral health care services is more than what the CDCP will reimburse for these services
  • you and your oral health provider agree to services that the CDCP doesn't cover

Before receiving oral health care, you should always ask your oral health provider about any costs that won't be covered by the plan. Make sure you know what you'll have to pay directly to your oral health provider before accepting and receiving treatment.

  • Residents who access dental coverage through a social program offered by a province/territory and/or the federal government can still qualify for the CDCP if they meet all the eligibility criteria.

Application
  • Drop-in to local Service Canada Centre for information
  • if requesting assistance in-person at a Service Canada location also bring identification showing legal name, photo, signature and/or date of birth
  • to request a phone call from a Service Canada representative, complete an online request at Service Request
  • Apply for CDCP online
  • If you do not have access to the internet applications are accepted over the phone by calling 1-833-537-4342 Mon-Fri 8:30 am-4:30 pm, for TTY, call 1-833-677-6262
Application process as follows:
  • apply online or through call centre, Service Canada confirms eligibility
  • client receives a letter from Government of Canada with member ID, coverage start date, and co-payment level (if applicable)
  • a copy of the confirmation letter is available on My Service Canada Account (MSCA)
  • clients may use the letter to book an appointment through an oral health provider (on or after the coverage start date)
  • client receives Sun Life welcome package that includes:
    • information on the CDCP
    • physical member card
    • benefits start date

    • List of dental coverage you have through government social programs (if applicable)
    • You and your spouse or common-law partner (if applicable) must have filed your tax return for 2023 and have received your Notice of Assessment
    • Your spouse or common law partner Social Insurance Number

Fees There is no fee to participate; however, the Canadian Dental Care Plan (CDCP) reimburses a percentage of eligible dental service costs based on its established rates and adjusted family net income, as determined by the CRA from tax return

Based on the adjusted family net income, CDCP client may have a co-payment. The co-payment amounts are outlined below:
  • lower than $70,000: 100% of eligible oral health care service costs will be covered at the CDCP established fees
  • between $70,000 and $79,999: 60% of eligible oral health care service costs will be covered at the CDCP established fees, and 40% co-payment by the individual
  • between $80,000 and $89,999: 40% of eligible oral health care service costs will be covered at the CDCP established fees, and 60% co-payment by the individual
