Utility assistance available:

  • Arrears Support for the City of Kawartha Lakes and the County of Haliburton is available for those needing assistance paying their utility bill through the City of Kawartha Lakes Housing and Homelessness Services. See separate listing for Haliburton or Kawartha Lakes.

  • The Low-Income Energy Assistance Program (LEAP) is a grant program intended to provide emergency relief to eligible low-income customers who may be experiencing difficulty paying current arrears for their electricity or gas bill.
    • Is is not intended to provide regular or ongoing bill payment assistance.
    • The maximum grant amount that can be issued per client is up to $650 in emergency assistance for their electricity bills ($780 if their home is heated electrically) and $650 for natural gas bills.
  • Shelter Allowance See separate listing for Haliburton or Kawartha Lakes.
    • If you are receiving Ontario Works or Ontario Disability Support Program income support, you may be eligible for the Shelter Allowance.
    • To apply, contact your local Ontario Works (OW) or Ontario Disability Support Program (ODSP) Office
