Emergency Energy Fund - This program attempts to prevent the disconnection of a utility or provide a source of energy that the client cannot obtain on their own due to financial restrictions.

  • Clients may seek assistance with costs associated with the following energy forms: Electricity, Gas, Oil, Propane, and Wood.
  • All clients must complete an initial assessment to determine their needs and program eligibility.
  • Every effort will be made to negotiate payment arrangements on behalf of the client in an attempt to enable the client to manage the financial commitment on their own.
  • If a payment arrangement cannot be achieved, the client may then be considered for some financial assistance in the form of a loan or a grant.
  • In most cases, this program is considered a loan program though in exceptional cases, grants may be considered.


The Utility Arrears Program - Any low-income resident of the City of Kawartha Lakes and Haliburton County may apply for assistance in this program. This program attempts to prevent the disconnection of a utility or provide a source of energy that the client cannot obtain on their own due to financial restrictions.

  • Clients may seek assistance with costs associated, with the following energy forms: Electricity, Natural Gas, Oil, Propane, Water, and Wood.
  • Security deposits and re-connection charges may also be covered under this program.
  • All clients must complete an initial assessment to determine their needs and program eligibility.
  • Every effort will be made to negotiate payment arrangements on behalf of the client in an attempt to enable the client to manage the financial commitment on their own.
  • If a payment arrangement cannot be achieved, the client may then be considered for some financial assistance in the form of a loan or a grant.
  • In most cases, this program is considered a loan program though in exceptional cases, grants may be considered.

Enbridge Low-Income Energy Assistance Program (LEAP) - Any low-income resident in The City of Kawartha Lakes who uses Natural Gas to heat their homes may apply to access this year round program.

  • This program serves clients who have gas arrears or those who are facing a disconnection of service.
  • All clients must complete an initial assessment and application to determine their needs and program eligibility.
  • If LEAP funding is low, attempts to negotiate payment arrangements will first be attempted in an effort to enable to the client to manage the financial commitment on their own.
  • If a payment arrangement cannot be arranged, the client will be assessed for a grant.
  • The maximum grant amount that can be issued per client is $500.00.
  • This program is funded by ratepayers and is an initiative created by the Ontario Energy Board.


HydroOne - Low-Income Energy Assistance Program (LEAP) - Direct referral to LEAP Emergency Financial Assistance, which is funded through the distribution rates of distributors, is a grant program intended to provide emergency relief to eligible low-income customers who may be experiencing difficulty paying current arrears.

  • Is is not intended to provide regular or ongoing bill payment assistance.
  • The maximum grant amount that can be issued per client is $500.00.

Energy Conservation Programs:

TAPS Program and Home Winterization Program - Qualifying home owners and renters can receive energy conservation tools such as programmable thermostats, low-flow showerheads, aerators for faucets, foam pipe insulation etc.

Ontario Power Authority - SaveONenergy HOME ASSISTANCE Program - The Ontario Power Authority and participating electric utilities have joined together under the HOME ASSISTANCE program to help Ontario homeowners, tenants and social housing providers to make eligible homes more energy-efficient.

  • The HOME ASSISTANCE program is the first of its kind in Ontario, and will be made available through participating electric utilities.
  • A HOME ASSISTANCE expert from your participating electric utility will work with you to assess how energy efficient your home is now. The expert will look at all the factors that affect your energy use, including: * light bulbs used, * how old are you appliances, * drafts coming through the doors, windows etc.

Residential Rehabilitation Assistance Program - This program is for homeowners to provide funding to low-income persons who own and occupy substandard housing so that they can repair the housing to ensure that it meets the minimum federal health and safety standards.

  • To qualify, the value of the home must be below a specified figure and the household income must be below an established limit.

Natural Resources Canada - ecoENERGY Retrofit Program - Provides grants up to $5,000 to help homeowners make their homes more energy-efficient and reduce the burden of high energy costs.

Ontario Works and Ontario Disability Support Program Funding - A one time payment to assist with payment of low-cost energy conservation measures to his or her principal residence.
