|Growing Together is a free program that encourages children to reach their full potential. We help parents and guardians support children that have special, unique or developmental needs.
Under Ontario, Regulation 138/15, a child with special needs means a child whose cognitive, physical, social, emotional, or communicative needs, or whose needs relating to overall development, are of such a nature that additional supports are required for the child.

Have special needs or developmental needs and be enrolled or enrolling in licensed child care settings or school-age programs or attend an EarlyON child and family program. For this program, special needs are defined as cognitive, physical, social, emotional, or communicative needs, or where more support is needed for healthy child development.
